Public bug reported:

Due to a mistake in the hirsute cycle we released it with the hirsute type 
being slightly broken.
The normal and common hirsute type is all fine and probably the reason why we 
haven'd seen any reports yet.

But there is the option to use a named type with a -hbp suffix which
will enable larger physical bit adressing needed if passing through
massively huge or lots of GPUs or with a lot of memory backing the
guest.

There is an extra reason why we most likely haven't seen it yet which is
that those massive guests or passthrough cases for other reasons clearly
should prefer the q35 device types. And those are not affected either.

The problem is that this is discovered only now - after release - which
leaves us in a rock-and-hard-place decision. We can fix it which will be
"more correct" logically. Or we can keep it as-is which - unless we need
to differentiate qemu 5.1/5.2 for behavior handling will not be much of
a problem.

But due to bug 1936774 we will need to differentiate qemu 5.1/5.2 which makes 
us take a choice.
We can either
a) break livemigration between pre/post upgrade of bug 1936774 (only for users 
of the i440fx -hbp type which are rare); But fix bug 1936774 for everyone 
including them.
b) we keep live migration for i440fx -hbp type intact, but leave bug 1936774 
open for them.

But "OVMF" means q35 and as outlined above q35 isn't affected by this problem.
So option (b) to keep it as-is would not cause a problem (right now) and 
further releases are ok (in Impish for example)
Therefore the decision will be to keep this problem as "Won't Fix" for now, 
since we have no reason  (yet) to force the issues of option (a) on 
us/our-users.
