I found a solution.
Create a file:
~/.config/gtk-3.0/gtk.css
Put this text in it:
#XfcePanelWindow {
-XfcePanelWindow-popup-delay: 0;
-XfcePanelWindow-popdown-delay: 0;
}
Now the delay is gone.
