The patch Weaken-leap-second-validity-requirement-for-tests.patch weakens the check for expired leap-second files. However, this causes test_system_file_used_if_not_expired to not be skipped in some cases where it should be. The patch attached to this comment re-implements the stricter check for deciding whether to skip test_system_file_used_if_not_expired.
