Focals dh* tools seemd to be rather unimpressed whatever we do for for 
-name=run-qemu.mount :-/
- not calling dh* for it
- calling dh* with --no-start --no-enable 
- calling dh* with --no-restart-on-upgrade
All achieve the same which is NOT what we want.

They all do:
- stop on purge (ok)
- mask on remove (ok)
- start on postinst (ok)
- some sections are doubled as the manual and generated ones match (ok but can 
be dropped)
- stop the service in prerm (makes this fail overall)

Gladly qemu-block-extra has no other maintscript actions in Focal, so I
can make maintainer scripts without #DEBHELPER# to prevent the bad
sections from being added.
