Public bug reported:

I have had at least two occasions where I suspect that a lack of time between 
the updater reporting it is ready and me pressing the restart button resulted 
in a broken installation.
The updater did no complain about installation errors, nor did the /var/log/apt 
contain errors.
The machine would not start up properly complaining about missing files.

I think that a missing "sync" command before actually rebooting the machine is 
the issue here.
I think that the update-manager should do this because not everyone is aware of 
this.
