Note upstream change has landed related to this request/bug[1] which will prevent people from enabling FIPS on AWS and/or Azure on Focal until the cloud-optimized version of FIPS kernel clears certification for AWS and Azure. This "fix" will be present in ubuntu-advantage-tools version 27.3 expected to start release verification next week.
