Public bug reported: `xpinstall.signatures.required` used to be working for allowing addons not signed by Mozilla to be installed into release builds of Firefox from Ubuntu packages (it doesn't work for release builds of Firefox for Windows because of Mozilla policy, but linux distros used to be applying patches and using the right defines at compile time to fix that), but it is no longer the case.
