For some background info, this issue is affecting one of the instance types of a cloud partner. The instance has 18 physical ethernet interfaces (bonded), but only one of which has a media connection. On boot-up, ipconfig is called to do DHCP for all 18 devices. 17 of them fail to send a DHCP request (because no media is connected), and so each one ends up taking 10 seconds, even though the user-specified timeout for each interface was only 2. This delays the entire boot-up sequence by about 3 minutes.
