Public bug reported:

boot up (lubuntu)(into sddm).
press ctl-alt-F2.
login.
start X, eg startx /usr/bin/xterm (or any WM or desktop eg startlxqt).

thereafter neither ctl-alt-F1 nor 'chvt 1' is able to change back to
sddm.

not a problem in kubuntu.
