I flashed it with Balana Etcher on OS X and overwrote user-data on the system-boot partition with the attached file, With your suggestion of resize_rootfs: false, the partition still grows but the filesystem doesn't, which doesn't solve the issue because I want the partition not to grow. I'll attach photos of the boot which shows growroot and the partition sizes in a followup comment.
