Thank you for taking the time to file a bug report. Looking at the log files provided here, unfortunately it is not clear to me why the error is happening. Here are the things that I've analysed:
1) The mysql.error.log file doesn't contain anything suspicious. I can see the SHUTDOWN requests being received by the daemon, and apparently the daemon is shutting down properly (and in a timely manner). Interestingly, I don't see the PID 182457 being listed there, although this was the PID of the server that failed to stop (according to the dpkg terminal log). 2) The DpkgHistoryLog.txt file doesn't contain anything suspicious either. The operations performed there are normal, and I don't see any package that could be causing a conflict with mysql (like mariadb) being installed. 3) According to the DpkgTerminalLog.txt file, the PID of the mysqld process that failed to stop is 182457. apt/dpkg don't provide extra info on what caused the process to fail to stop. Having said that, I would like to request your help in trying to reproduce this bug. Can you reproduce it regularly? Are you able to provide the steps you're taking to reproduce it? Did you modify any configuration file for mysql (like /etc/mysql/my.cnf, or its systemd service file)? If yes, could you please let us know what exactly was modified? Since there is not enough information in your report to begin triage or to differentiate between a local configuration problem and a bug in Ubuntu, I am marking this bug as "Incomplete".
