I have come up with a workround for this problem which is successful for
me. I replaced the default hal 0.5.9-1ubuntu6 which is in the gutsy
repos with hal 0.5.10-5ubuntu1 from the hardy repos. Optical media
recognition now behaves as it should.

One word of warning if you are tempted to try this. In addition to
installing hal, synaptic or apt-get will also install and replace
several other programs for compatibility. I have not noticed any ill
effects from this although this may not be the same on all machines.
Make sure you have a disk image or comprehensive backup before you try
this in case it does not work for you.
