Odd. The boot sequence said Ubuntu 18.04.5:

Build-agent version 1.0.90228-2b460105 (2021-11-05T18:23:42+0000)
System information:
 Server Version: 20.10.9
 Storage Driver: overlay2
  Backing Filesystem: xfs
 Cgroup Driver: cgroupfs
 Cgroup Version: 1
 Kernel Version: 4.15.0-1110-aws
 Operating System: Ubuntu 18.04.5 LTS
 OSType: linux
 Architecture: x86_64

Starting container circleci/node:14.18.1

Maybe circleci is doing something weird with their docker images. When I
switched from their `circleci/node` image to their newer `cimg/node`
image, the problem went away.

Sorry for the noise.
