Oh and surely only going forward in tomcat9 or maybe even tomcat10 once
it is real.

And only together with Debian as we do not want to regularly need to merge a 
universe package.
Debian itself does not benefit, for them it is a no-op as they do not have 
apport.

Maybe prep/test and submit it to Debian and then add the Debian
reference for tracking.
