For some reason, apport wasn't able to properly interpret your terminal
output and compose the DpkgTerminalLog.gz file.  When I used iconv to
try to obtain a more readable file, I noticed that it's actually
representing an ncurses dialog regarding keyboard configuration.  I was
not able to determine the language of this dialog either; Japanese,
Chinese, Korean, ...?

Either way, with the information provided in the description of this bug
it's not entirely possible to diagnose what might be happening.  I saw a
mention to /etc/init.d/rabbitmq-server  in your logs, but couldn't
understand/interpret it.

I would appreciate if you could provide more information.  I'm
specifically looking for:

- The output of "journalctl -u rabbitmq-server"

- Any log files under /var/log/rabbitmq/*

Since there is not enough information in your report to begin triage or to
differentiate between a local configuration problem and a bug in Ubuntu, I
am marking this bug as "Incomplete". We would be grateful if you would:
provide a more complete description of the problem, explain why you
believe this is a bug in Ubuntu rather than a problem specific to your
system, and then change the bug status back to "New".
