We've been seeing many MySQL bugs recently, and a few of them are
candidates for duplicates of this one, but I'd like to try to gather
more information about this bug before going ahead and marking it as a
dupe.

For example, can you tell me if you have any local modifications to any
MySQL files in your system, please?  Also, I'd like to know if you have
a big database, and (in general) how long it takes for a "systemctl
restart mysql" to finish.

Since there is not enough information in your report to begin triage or to
differentiate between a local configuration problem and a bug in Ubuntu, I
am marking this bug as "Incomplete". We would be grateful if you would:
provide a more complete description of the problem, explain why you
believe this is a bug in Ubuntu rather than a problem specific to your
system, and then change the bug status back to "New".
