Google revoked access to the sync functionality to anything that's not Chrome on March 15th this year. This was discussed at length here: https://discourse.ubuntu.com/t/future-of-chromium-in-ubuntu-with-google- blocking-sync/20567.
Patching the UI to make this clearer is out of the packaging scope I'm afraid.
