Marking this five year old issue as fixed.
In Ubuntu 20.04 (and probably also in earlier releases) there is an
option in 'Tweaks' to set an acceleration profile with presets of
'Default', 'Adaptive' and 'Flat'.
If more precise settings are required then a request should be raised
directly to the GNOME project as writers of the software.
