Public bug reported:

burp 2.4.0-3 has autopkgtests failing in -proposed (blocking the openssl
3 transition) because of a single test failure.  The autopkgtest log
doesn't provide details, but running it locally and looking at test-
suite.log shows:

99%: Checks: 365, Failures: 1, Errors: 0
utest/protocol1/test_handy.c:21:F:Core:test_enc_setup_ok:0: Assertion 
'(ctx=enc_setup(1 , "somepass", 1, salt))!=NULL' failed
FAIL runner (exit status: 1)
