Really you can update whole MATE to 1.16 on Ubuntu MATE 16.04.7 LTS
using commands below
```
sudo apt-add-repository ppa:ubuntu-mate-dev/xenial-mate
sudo apt-key adv --keyserver keyserver.ubuntu.com --recv-keys FB01CC26162506E7
sudo apt-get update
sudo apt-get dist-upgrade # to get all new dependencies
```
Please note that 16.04 LTS is now EOL and gone to paid ESM support. So
I'll mark this bug as fixed.
