Hi Billy, you did not attach the error logs of mysql nor the logs of the apt terminal output (both would by default be provided by apport). Without those no one is able to act and try to understand what happened to your install/upgrade of mysql.
Is that issue persistent throughout a re-upgrade/install of the mysql package? Could you show us exactly the commands you use and the output you get?
