hm... when I read https://wiki.ubuntu.com/DeveloperMembershipBoard/ApplicationProcess, the "Debian Developers applying for Per-Package upload rights" paragraph, the first sentence is
"The DMB has establised a procedure for interested Debian Developers to gain upload rights to their packages" As I read this, it's pretty clear. But I could of course be wrong, and so can of the documentation.
