From the logs, we can see that a mysql process not managed by the mysql
package was running during the upgrade:

Setting up mysql-server-8.0 (8.0.28-0ubuntu0.20.04.3) ...
mysqld will log errors to /var/log/mysql/error.log
mysqld is running as pid 63741
Error: Unable to shut down server with process id 63741

In the mysql logs, we cannot see any reference to the PID 63741. Are you
running a mysql process not managed by the debian package? For instance,
via a container.

Since there is not enough information in your report to begin triage or to
differentiate between a local configuration problem and a bug in Ubuntu, I
am marking this bug as "Incomplete". We would be grateful if you would:
provide a more complete description of the problem, explain why you
believe this is a bug in Ubuntu rather than a problem specific to your
system, and then change the bug status back to "New".
