While I am aware that not everybody uses the charms to install ceph, I checked to see how they do this and they are in fact using apt install to perform an upgrade e.g. the ceph-mon charm does [1] using [2] which I believe will not behave the same as the "standard" way mentioned in comment #6 and is also not tested here in this bug.
