Public bug reported: [Description] Failed to upgrade linux-firmware on rpi3a+
[Steps to reproduce] 1. Flash following image on rpi3a+: https://cdimage.ubuntu.com/releases/21.10/release/ubuntu-21.10-preinstalled-server-arm64+raspi.img.xz 2.
