We've spoken about this twice?, my last message attempted to allude to
my notice that the 'tooltips' appears to be drawn in two positions
dependent on whether or not mouse pointer is over the top or bottom half
of the menu items.

I've not looked at the code, but I get the feeling if you stop the mouse
on the lower portion of the item (eg. KDE Partition Manager) the tooltip
is drawn lower than if you'd stopped the mouse on the upper portion of
"KDE Partition Manager'.

How we experience this may vary on resolution (of our monitors), or
other factors I've not even considered.

Can you understand what I've tried to express here? (or in my prior
message which I've not looked at in hopes I'd used clearer words here).
Would this explain it?

(It could also be I'm not critical enough; given my hand dexterity is less than
ideal, so my mouse movements won't be smooth.. thus what I'm seeing. Comment
after just finished play on Lubuntu 2022.02.18.1 play on d755-8 (1920x1200) but
it's
the same as jammy on my primary/d960 box (1920x1080))

(box names are mentioned only for me; should I need to re-create/re-
test)
