Not sure what "affects: debiantesting" exactly means in LP terminology but in practice it does not affect Debian testing, as the package was removed from testing at 2021-10-31: https://tracker.debian.org/pkg/libclass-dbi-sweet-perl https://bugs.debian.org/995402 also shows no testing in the version graph bubble. Therefore this also didn't affect the perl 5.34 transition in Debian. (I'm a bit surprised why this is a problem in Ubuntu as the situation that we have a couple of broken packages in unstable happens every year / for each perl transition.)
