The focal release already has the sos.conf changes because they had landed in 4.2.. However, 4.2 did not release for bionic (https://bugs.launchpad.net/ubuntu/+source/sosreport/+bug/1941745 has it as confirmed but not fix released) so for 4.3, for bionic, I needed to take the 4.2 changes as well as the new patches for 4.3.
