Please file a bug against the packaging guide rather than breezy-debian. This issue has been addressed upstream in breezy-debian (which is not ubuntu-specific), where the dh-make wrapper in breezy has been removed. This means than even if Ubuntu updates the version of breezy-debian the guide will be incorrect.
