Hi, I gave up on trying to get these options "fixed" so I started using an add-on named "Tab Mix Plus". This add-on has a setting in it's preferences that traverses ctrl-t navigates tabs in the most recently used order. Somehow that was set... it was driving me NUTS! It has some really nice features.
