You can (and I think you should) upload your packages to REVU, see the instructions here: https://wiki.ubuntu.com/MOTU/Packages/REVU As for the maintainership, I am not sure, but you would have to become a MOTU for it (https://wiki.ubuntu.com/MOTU)
