Alternative workaround step 2, leaving system config files untouched: Copy /usr/share/dbus-1/services/org.kde.kdeconnect.service to ~/.local/share/dbus-1/services/ and change the Exec= line of the copy to Exec=/usr/bin/false
When combined with step 1 of my workaround, this prevents kdeconnectd from launching in that user's sessions.
