Thanks for your bug report. I suggest that you test that behavior on actual Gutsy stable release because I think that this is normal since Linux ubuntu uses sudo and not root account. From what I know, the root account doesn't have any password in ubuntu, this has the effect ( in any Linux system ) to disable the account.
