I have the same problem ONLY when I have the Visual Effects set to Normal or Extra. When set to None CTRL+ALT+ENTER works fine.
It seems that the Visual Effects automatically align themselves... That's what the flashing screen is. -- When in fulllscreen mode, impossible to close/minimize fullscreen and so forth.
