I am struggling to tell the builder to run the dh_auto_test as root.

I tried "export DEB_GAIN_ROOT_CMD='sudo -nE --'" in d/rules. And I tried
to make sense of the documentation regarding Rules-Requires-Root but
this is very confusing and so far I failed.

Aside from this, I added 2 autopkgtest rules to run the test suite and
the memory tests. Both currently fail.

Even tough actually running tests is definitely an improvement, I do not
know if we want to MIR a package with already failing tests. I will try
to investigate but is this considered blocking for the MIR process?
