I have the same issue with other web-midi apps (for example https://teenage.engineering/apps/ep-sample-tool )
It seems this was caused by a chrome bug that surfaced with linux 6.5. See discussion here: https://issues.chromium.org/issues/40940293 There is a fix https://chromium- review.googlesource.com/c/chromium/src/+/5302886 that solved my issue with non working outgoing web-midi. I haven't tested the novation products but it seems likely that this is caused by the same bug. That fix is not yet in stable chrome.
