Public bug reported: There are multiple things wrong with getting torbrowser to work. First of all, the shipped torbrowser-launcher gives a 404 at installation :

There is a tor repo that has the latest tor : https://community.torproject.org/onion-services/setup/install/ I propose to either pull that in, or fix the current package. A workaround for the current version 0.3.3 is sudo sed -i 's|self.language =.*|self.language = "ALL"|g' /usr/lib/python3/dist-packages/torbrowser_launcher/common.py This updates the links properly. The current package has no value I would say, hoping this will be fixed soon.
