Any chances you have another mysql/mariadb instance running on the same
machine (or in a container)? Also, did you tweak with the apparmor
profiles for mysql somehow?
Since this may be a configuration issue, I am setting this bug status to
incomplete until we can gather more information on your setup so we can
keep investigating this issue.
Once you provide the requested information, please, set the status of
this bug back to new.
