I can see from the logs that you must have packages from the backports-
extra PPA on your system, to get newest plasma 5.27. The packages in
that are backported from 24.04, so are newer than those found 23.10.
This is likely the source of most of the conflicts and refusal to
upgrade.

Re-enabling the backports PPA then removing it with ppa-purge may be a
solution to at least some of this. I would note that 22.04 to 23.10
upgrades is non standard and not a path that really gets tested.
