(Ubuntu-release-upgrader upgrades your release, last run 360 days ago, and won't be run again until you upgrade to 22.04, but you mention this as a regular cycle?) I suggest support, as I'm unsure what your issue is. It maybe helpful to convert this question into a question (ie. geared at support), at least until its worked out what your issue, but its unlikely the tool you ran 360 days ago & hasn't run again since.
