Thanks. So clevis-initramfs (from the clavis source package) ships /usr/share/initramfs-tools/scripts/local-top/clevis which calls configure_networking. As you described configuring the network is desired. So clevis and initramfs-tools behave as expected and the bug is inside dhcpcd. Let's see what debugging /usr/lib/dhcpcd/dhcpcd-run-hooks reveals.
