Strange , i used 0.40-3 too:

What's even stranger, is that now the debian dir is there.
I had to look in my bash history to see if i was completely brain dead
yesterday,
but i did the usual "apt-get source <pkg>;cd <pkgdir>;fakeroot
dpkg-buildpackage"
Oh well, the important thing is that it's there now

And btw. package should depend on a newer dpkg-dev, my dpkg-shlibdeps don't
know --ignore-missing-info
