Hi, I'd like to request a backport of the newest bindgen to 22.04.

The build of Chromium 126 is failing[1] on ARM with

On x64, that doesn't fail because Google's provided Rust tool-chain is
used, which is more recent — its 'bindgen --version' reports 0.69.4.
Google does not provide it for ARM.
