Hello all,

I have written a patch for noble backporting two required commits:
- https://github.com/fail2ban/fail2ban/commit/054e1d89ca3f
- https://github.com/fail2ban/fail2ban/commit/77b052fdea51

I also updated the copyright file to reflect the license of the newly added 
files.
I noticed that the already present copyright file was not following the 
guidelines defined in the debian docs 
(https://www.debian.org/doc/packaging-manuals/copyright-format/1.0/) so I tried 
to follow the format that was already present and added some fields defined in 
the debian docs.
