Public bug reported:

I'm on Ubuntu 23.04. I've noticed when I download deb packages for
upgrade, going into the snap store doesn't allow me to upgrade them and
I must install them on the command line.

To repro: 
- download some version of a package (ex. discord-0.0.43.deb)
- double-click on file to go into "Ubuntu Software" app
- click install
- download later version of a package (ex. discord-0.0.44.deb)
- double-click on file to go into "Ubuntu Software" app
- note the new version is displayed, but says it's installed (ex. "Installed 
Size") and no install option is available

Expected behavior:
- Software app can install newer versions of the software

Current behavior:
- Software app can't install newer versions of the software

Workaround:
- Install the app from the command line (ex. dpkg -i discord-0.0.44.deb)
