Public bug reported:

In order to add OpenPGP keys to launchpad, the website guides you
through synchronizing your key with the Ubuntu key server first by using
Seahorse ("Passwords and Keys").

You can manually trigger a sync from the hamburger menu > Sync and
publish keys > Sync.

However in my Ubuntu 24.04 fresh install this step silently fails.

The journal shows: `gpg-agent[191732]: can't connect to the daemon
/usr/lib/gnupg/scdaemon: IPC connect call failed`
