Ubuntu 24.04 (Noble Numbat) repositories contain shutter 0.99.2-4 , and not 0.99.5. It looks like shutter 0.99.5 is only included in the repositories of Ubuntu 24.10 (Oracular Oriole), which is three months away from being released.
