Public bug reported:

When the system is newly booted, the 'rfkill unblock wlan' command to turn on 
wifi does not work properly, and i can only turn on wifi in graphic mode.
This procedure returns to the standard mode when i turn off the wifi the 
'rfkill block wlan' command through the graphic method, and then i can return 
to the previous standard mode.
