Public bug reported: This isn't specific to any version, but has been around forever: While doing a release-upgrade, intermediate steps let pop up the 'Newstart is required' notification. While it is NOT, and actually the user had been warned before, to not shut down the system. How would he know, if he didn't have experience? Solution is obvious: Disable any 'restart is required' while the `do-release-upgrade` is running.
