Yes, I can confirm the WebUI component is separate from the pcs source
package.  This is actually fairly typical - many open source software
packages have 2nd or 3rd party add-ons or other associated tools and
packages.

In this particular case, WebUI appears to require installation via npm,
which suggests there may be other web dependencies.  I've not looked
into what those are, but often they need to be kept to much newer
versions than are typically tracked in Apt.  Possibly the upstream
wishes you to manually install so you can get latest versions of
everything.

I'll leave this as a wishlist against pcs in our backlog, however I
don't expect Ubuntu will take action on this.  If you feel strongly this
should be included in Apt, I'd recommend forwarding this request to
Debian, as they'd be in a better position to determine how best to
package it.
